
The following tasks have been allocated to the NBC
- promote voluntary, aware, unpaid and regular blood donation as well as related scientific and sociological research
- promote scientific research in the fields of security, self-sufficiency and technological development
- provide support to planning of blood transfusion activities at national level and carry out monitoring and verification of the targets set by the planning and the laws in force
- recognize the region's requirements for annual blood and blood products for the attainment of self-sufficiency
- provide guidance to the Ministry of Health and the Regions on the annual program of national self-sufficiency, by identification of the past consumption, actual requirements, necessary production levels, resources, criteria for funding the system, methods of compensation between the Regions and levels of import and export that may be necessary
- provide technical support to inter-regional coordination, particularly as refers to the implementation of the national self-sufficiency program and related intra- and inter- Regional compensations
- provide advice and support in planning and organization of activities blood transfusion at the regional level
- provide guidance to the Ministry of Health and the Regions on the unit price for transfer between Regions and local Health Centres of blood units, blood components and plasma-derived products that have been produced under specific conventions
- issuing guidelines on: a) quality and safety of blood and blood products, also within the implementation of EU directives, b) the organizational model and accreditation of blood transfusion facilities and c) for funding of transfusion activities
- ensure the coordination of the information system in blood and transfusion services
- define and implement the proposal to the Ministry of Health of the National haemovigilance programme
- carry out studies and research on the quality and appropriateness of transfusion services, on related costs and on the acquisition of goods and services in the field of blood transfusion in order to prepare assessments on the effectiveness and efficiency of services provided
- promote training programs on transfusion and for the exercise of supervision, inspection and accreditation of blood transfusion facilities under the responsibility of the Regions
- perform checks on diagnostic methods on the blood in relation to quality, safety, efficacy and applicability of existing procedures, as well as formulate proposals for periodic updating of the regulations in relation to the development of new technologies
- promote and organize external quality controls on procedures and diagnostic methods in the field of transfusion
- exercise the control over pharmaceutical products derived from blood according to the criteria and procedures defined in accordance with national and European Union regulations
provide for inspections and controls on the companies that produce blood products, also upon request of the Regions
